Revalidation

It is hoped that revalidation will support doctors to develop their talents and so will be a positive affirmation of the doctor’s entitlement to practice.

The Government, in consultation with the GMC, plans to introduce revalidation for all doctors. These plans result from the Shipman enquiry by Dame Janet Smith and the publication in February 2007 of the White Paper Trust, Assurance and Safety – The Regulation of Health Professionals in the 21st Century.

For colorectal surgeons revalidation will comprise two parts:

  1. Relicensure
    All doctors wishing to practise in the UK will require a licence to practise. The process will be based on agreed generic standards of practice set by the GMC, and will rely primarily on evidence from annual appraisal. In England, this will include the following recommendations:

    The doctor has engaged in an annual appraisal satisfactorily (this will also apply to doctors in training although for them appraisal takes a different form and complements formal assessment of progress);
    The doctor has participated in an independent 360-degree (‘multi-source’) feedback exercise in the workplace;
    Any issues concerning the doctor’s conduct or practice have been resolved.

    As the nature of the appraisal arrangements that are already in place for doctors varies throughout the UK, the process will not be uniform.
     
  2. Specialist Recertification
    This will require a demonstration that colorectal surgeons meet the particular standards that apply to their specialty. The process will be carried out by the Royal College of Surgeons, working in conjunction with the ACPGBI, and renewal will be based upon a comprehensive assessment against the standards drawn up by the college. Evidence may be drawn from a range of sources and activities, including employer appraisal, clinical audit, simulator tests, knowledge tests, patients’ feedback, continuing professional development or observation of practice.


It is envisaged that both relicensure and revalidation will occur at the same time, once every 5 years. The Medical Act 1983 provides the legal basis for everything that doctors do. Future legislation will make further amendments to the Act that will be relevant to revalidation.
